The Elect Lady, Minnie L. Ruggs

Minnie grew up in and loved the church. She was soundly grounded in the “Pentecostal persuasion” and through the years became increasingly more in love with the Word of God. She arrived in Missouri in 1989 and quickly started working in First Jurisdiction – Eastern Missouri Church of God In Christ for nearly seventeen years. She willingly assisted in many jurisdictional endeavors which culminated in outstanding results. Upon the growth of Divine Deliverance Church Ministries (world wide) her reach exceeded the shores. She loved Godly fellowship with the saints and to be in the midst of the anointing. She was born in Snyder, Ok and later moved to Lawton. Ok where she graduated from Eisenhower High School. Minnie later matriculated to Cameron University where she majored in psychology and was on the Dean’s List. She lived in Oklahoma City, Ok for a short period of time and with her sister Louise. Her family, nieces, and nephews presented her with great joy and fulfillment. She was noted for her kindness, being firm but fair, and having the gift of telling you what you really needed to know but always in the spirit of sincerity, kindness, and love. She was a source of profound strength and encouragement to many. She projected a quiet strength, wisdom, and resolve. Minnie worked as a medical secretary for Dr. Owens of Lawton and in the prestigious Halliburton Oil Legal Services located in Duncan, Ok for seven years. She later gave up this career to travel with her spouse to Turkey, Greece and other exotic places. Later she used her knowledge, skills and abilities in accounting and management to function as owner and Chief Accounting Officer of Hillside Counseling Center and Divine Deliverance Counseling Center and an adolescent boy’s group home. She enjoyed traveling, dining out, and being around people that were attempting something positive. She was a lady of distinction and excellence who allowed the Spirit of God to direct her in all things. Mrs. Ruggs had many unique gifts to include ministering to the rejected and lost. She had a special touch that always made things better. Often, after they had recovered from their brokenness, they moved on but she was waiting for the next ministering opportunity. She was noted for moving through the midst of the Holy Spirit with renowned poise and grace. Minnie always ensured that her guests and visitors experienced the hospitality of the ministry. She orchestrated seminars, workshops and a host of other forums. Sister Ruggs’ culinary ability was legendary. Evangelist Ruggs, destined to lead, was “third generation” Church Of God In Christ. Her first, “First Lady” experience was in Smyrna and she was an anointed, called and chosen vessel of God. Minnie championed civil and human rights issues and was a “Life Member” of the NAACP. She also labored in numerous church auxiliaries to include the Building Fund, Pastor’s Aide, Prayer and Bible Band, Young People Willing Workers, Sunshine Band, Sunday School, Pastors and Elders Wives Council, and numerous others. She was a working leader. Her amazing leadership ability was preceded by her ability to follow. Blessed and chosen by God, she sojourned to the “Seven Churches of Asia Minor”, was on the Isle of Patmos on the Lord’s Day, and spent two years in the area of the seven churches gleaming the treasures of God. She meant so much, to so many that it is literally impossible to find the prose, accolades or otherwise express what she has achieved in the breath of this life: She was our heart. She was preceded in death by her loving older sister Louise and later by her father Alfred Milligan
